I believe it's representing immigrants lying to the government and receiving free handouts "We came down from the North//Red Wine and Food for free" When the residents need it more and are suffering because of the lies. "Say you need it/When you don't" I may? be wrong, but I remember a top comment a while back being somewhere along these lines. It's definitely a political commentary of some sort anyways.
